Development of a regional template curriculum for adaptation at national level on effective programming to address HIV and sexual and reproductive health among key populations.
A team of facilitators takes the Regional template into the country and works with the national UNFPA staff and a multi-sectoral Adaptation Group to adapt the curriculum to local need. The workshop takes the form of a dialogue on policy and programming issues. Groups of five or six participants from provinces are invited - provincial government officials, health staff, people from key populations, NGO managers, police and justice system workers - and they work in their provincial groups within the workshop to find ways to integrate HIV and sexual and reproductive health and to remove service access barriers for KPs.
In some countries, the focus has been mainly on the sex work environment, in others a broader key population approach has been taken.

APMG follows up six to twelve months later with a brief dialogue meeting in country to see what has happened in relation to the plans developed at the workshop and discuss ongoing issues with people who have attended the workshop.
